Rockstar launched Grand Theft Auto 5 on PC in mid-April, and the Rockstar Editor has been available exclusively on PC since then. Some of the new elements are a library of sound effects and ambient audio tracks additional fonts copy and paste support for editing markers and direct upload support for Snapmatic, the in-game Instagram clone. The version of the Rockstar Editor in that patch will include some new features, which Rockstar will also add to the tool's existing incarnation in the Windows PC version of the game.
The Rockstar Editor will arrive on consoles as part of the next Grand Theft Auto 5 update.
